Impact of the Federal Executive Order on Policing and Public Safety for State POSTs and Local Law Enforcement

While much of President Biden’s executive order (EO) focuses on Federal law enforcement agencies, these changes are expected to trickle down to state and local law enforcement.

Forward-looking agencies are already evaluating how they can align before they are forced to do so. The Acadis® Readiness Suite supports these alignment efforts through purpose-built features which address many of the EO’s requirements.

Sec. 3. Strengthening officer recruitment, hiring, promotion, and retention practice
The EO requires Federal LEAs to develop best practices to attract, support, and retain an inclusive,
diverse, expert, and accountable law enforcement workforce.

Sec 5. Promoting Accountability
A new national database of police misconduct will include convictions; terminations; decertifications; civil judgments; resignations and retirements under investigation; and sustained complaints or disciplinary actions.

Sec 8. Providing Federal Law Enforcement Officers with Clear Guidance on Use-of-Force Standards
Federal LEAs must meet new standards that limit the use of force and require de-escalation.

Sec. 9. Providing Anti-bias Training and Guidance
The EO requires the development of an evidence-informed training module for law enforcement on implicit bias and avoiding improper profiling.

Sec 19. Establishing Accreditation Standards
New standards for law enforcement agency accreditation will require accrediting bodies to conduct independent assessments of compliance.

Agencies must submit use-of-deadly-force data to the FBI’s Use of Force Data Collection every month.
